The answer is no. Printer manufacturers often include some printer management software with their printers. But these controls are typically limited to their brand or an individual machine, as they aren't true network management software solutions. A huge cost for most organisations is the cost of printing. Paper and especially ink can form a substantial part of an organisation's expenses, often running into the thousands of dollars per year.

Printing needs to be kept in check as these costs often spiral out of control, and it is a case of following these simple steps to save your organisation a lot of money. Here's 9 ways to save money on office printing:

1) Print draft quality
Most printers and a lot of programs come with a print draft quality option. It is sometimes called the Quick Print option. Always use this option for text as this uses a lot less ink and is still perfectly legible. As a bonus, printing is also faster in this mode.

2) Use laser printers
Although they cost more than inkjets, laser printers are coming down in price and if you are only interested in black and white printing, then they have a cheaper cost per page.

3) Use print houses for large runs of colour prints
Mostly it is cheaper to print in-house but if you need to print a large quantity of colour pages, it can be worth looking at online printing services that often have special offers, and a fast turnaround. Printing this way can be cheaper. This is especially the case if you want to print colour images on high quality, glossy paper.

4) Print using black and white
Colour printing is much more expensive than black and white or mono printing. For this reason, you should always print in mono unless colour is absolutely required. Often there is a setting for this under your printer’s options and preferences.

5) Print only the text you need
If you want to print a bit of text from a website, copy the text into a word processor and then print it. In Internet Explorer 8, you can select a bit of text, right click it and then print preview where you will be given the option to print only the selected text. You can also turn off print background colours and images.

If you want to print an email, make sure you only print the first page as emails can run into many pages in length after having been replied to a few times.

Always use the print preview option to make sure you are printing only the page you are interested in. This is especially the case with spreadsheet programs such as Microsoft Excel.

6) Print many pages to the sheet
This is often called Multi-Page printing and is a common printer option where pages are shrunk down so that 2, 4 or even more pages fit onto one sheet of paper. This is very good for storage of large amounts of documents that do not have to be read too often.

7) Shrink to fit
Often a document will run onto the last page and can, with little effect to the readability of the document, be shrunk to fit a page or more less. You can often find this option of you select the print preview option first.

8) Educate staff
It is important to realise that not all staff will be computer and printer savvy. Get them to read this blog post. Give them the tips they need and the understanding of printing costs so that they will think twice, the next time they print a document.

9) Use print management software
The strongest tool in any organisation’s battle against printing costs is a print manager such as Print Manager Plus^®. Printing requirements of organizations can vary depending on the size and nature of the business. Optimizing printing infrastructure for enterprises spread over different physical locations is always important to reduce costs. In earlier days, printers used to remain as the unmanaged piece of equipment, but now companies are putting lots of efforts to cut down costs associated with printing.

Popularity of managed printing services (MPS) is a good example to highlight how organizations can benefit from domain experts. Using MPS, organizations can save up to 30-40% cost on printing related activities and can focus on their core business. But if your organization already has a big fleet of printers and that too from different vendors, then opting for MPS would make no sense. Because, here services are vendor specific. So, if you opt for Canon MPS then your HP or Xerox printers would not be supported. In this scenario, getting right equipment is very critical. For example, if your printing requirement is of thousand-pages, you should get the printer that can support the same.

You can't overload your device with prints that it can't support. There are various software available that can analyze printer usage in an organization. This analysis can be used to put correct printer at correct place thus optimizing printer usage.

Managed Print Services

After opting for MPS from a reliable vendor, you can opt for printing service in different modes. For example, for new branch office requirements, instead of buying a new printer you can ask your MPS vendor to provide printers inside your premises. This not only saves initial investment on printers but also enables branches to be functional instantly.

Organizations can also opt to print inside vendor premises, if information to be printed is not critical. One more option is to get a new printing unit installed inside your premises for a fixed amount of time when printing requirement is very high. However, you can also go for pay-per-print model, where a fixed amount is charged per print. Print Manager Plus Product Manager Update

I am writing you with some helpful tips on using Print Manager Plus to reduce wasteful printing. We have been getting endless reports from customers on how happy they are to have a product like this in economic times like we are currently experiencing and I wanted to share some of the most successful uses.

If you already own Print Manager Plus and do not see any of these options in the software please contact us so we can get you up and running with the latest version.

If you have considered this software in the past and would like to have a new look at it please let me know and I will set you up with a trial version or a WEB demo at your convenience.

Some of the most successful features being used within Print Manager Plus by our 10,000+ clients worldwide to cut out wasteful printing:

1. Force the user the go to the printer location before a job prints out. By setting up the WEB based Release Station option in Print Manager Plus you will have a system where the user will send their print job and be required to go to the Printer Location, type their user name and password into the release station console and release their job at that time. This avoids the stack of paper sitting at the printer at the end of the day that no one ever came to collect. This also gives you a Secure Print set up that supports ALL PRINTERS in case you have users printing sensitive material to a printer that they are not standing right next to.

2. Put in an Administrator Override system. This way you can tighten up restrictions without completely cutting across production by not allowing something to print when it really does need to be printed. Any of the restrictions in Print Manager Plus have a Delete or Hold (Pause) option for the restriction. By Pausing you are having Print Manager Plus hold the job where it then sends a pop up message to the user letting them know what they need to do to have the job print. For example you set a 100 restriction with a pause rule instead of delete. The user needs to print a 150 page document. They get a pop up message letting them know they need to see the office manager (or teacher) to have the job released. The responsible party logs into the WEB based release console and releases the job for the user. If the job is not dealt with in a timely fashion it is purged from the system.

3. Restrict Copies being printed. By doing this if a user sends a 10 page Word document to the Laser printer asking for 10 copies of it they get a POP up letting them know they can only send one copy and asking them to make copies of their job at the copy machine. Copy machine job = 1/2 cent per page, laser printer job = 5 cents per page, on average.

4. Restrict the same document from being reprinted within a set amount of time. This is a great way to avoid the occasional user that sends a job then forgets that they printed the job and sends it again 1 minute later. This also avoids the users that send a job to a printer with a paper jam, they don�t see anything come out so they send it again, and again, and again. When the Jam is cleared all the copies the sent will print, unless you are enforcing this restriction. You also occasionally run across a user that is in a rush and they think their job will print faster if they hit print multiple times.

5. Desktop Printers can be a budget killer! Not many people know that Print Manager Plus is not only a server based product but also a workstation based product. We can include any workstation that has a printer physically attached OR is direct IP printing in your central control and tracking.

These are just a few of the many ways you can cut your printing costs down to a fraction of what you might be spending now. If you have any questions on other problems you might be experiencing with wasteful printing let me know and I will send you the best way to eliminate this.

If you are using a Windows Print Server you have the option to utilize Windows Printer Pooling but there are limitations to this. In Windows printer pooling you have one queue looking at multiple printers and the balancing is pretty random always favoring one printer.

Load Balancing and Printer Failover with Print Queue Manager gives you better control options to keep things running in tip top shape. Rather than having one queue looking at multiple printers you have one queue for each printer. On the initial shared queue you place a rule when to redirect jobs to another print queue, the alternate print queue does not even have to be shared. Then on the second queue you also place a rule when to move jobs to a third queue (or even back to the original queue).

These rules can be by total byte amount already being processed by the queue or by total jobs already in the queue. For example:

Queue 1 – Rule to move jobs to Queue 2 if Queue 1 already has 10 jobs in the queue. Can also be done in byte count being handled by the queue.
Queue 2 – Rule to move jobs to Queue 3 if Queue 2 already has 10 jobs in the queue.
Queue 3 – Rule to move jobs that end up here back to Queue 4 if Queue 3 is already handling 10 jobs.
So on and so forth.

This also works very well with Print Manager Plus to give you a complete Print Management solution.

There are other benefits to running this as you can also have Queue 1 redirect jobs to the next queue if the printer goes offline for any reason. Paper Jam, Toner Out, Drawer open, out of paper, etc. Jobs will move on down the line t the next printer and print.

You can also have pop up messages sent back to the end user letting them know their job has moved and where to, and pop up alerts sent to an admin. These pop ups do not rely on Net send like most other applications so you don’t even have to enable the messenger service to have all this happen.

I would like to introduce myself. My name is Bill Feeley and I am the CEO of Software Shelf International, Inc.

I started the company in 1996 in San Carlos California, initially reselling 3rd party products to Network Enterprise customers.

After surveying customer requests I partnered up with an old friend of mine and we created Print Manager Plus. This was created by request from the IT industry at the inception of Microsoft’s Windows NT server release. We took on the challenge of surveying and developing a simple, and easy to use software based product, and it did in 1998 releasing our 1.0 version of the product.

Since then the company has grown to over 20 employees and supplies software to thousands of companies and organizations around the world.

Before starting Software Shelf I was the Vice President of Sales for PacificMicro Electronics. This publicly traded company made initial inroads into voice over IP from the US to ASIA. They also manufactured translation software for Mac and Windows, Mac-in-DOS.

Prior to Pacfic Micro Electronics I was the Vice President of Sales for DUX Software. This company published software titles for UNIX SUN O/S and OS/2. Published Software such as SimCity, Ta-Dah!, Xplot, American Heritage Dictionary, and Columbia Encyclopedia.

Software Shelf’s print management tool, Print Management Plus, limits users’ ability to print their files by setting quotas or restricting printing by file size and type. The result is a dramatic reduction in wasted paper and ink which not only saves a vast amount of cost for the organisation, but is also great for the environment.

One user of Print Management Plus recently conducted a study into how much paper the software was actually saving them. The Jeanne d’Arc Technical College in Rennes, France which installed the software 2 years ago has 1200 students, 130 staff, 350 workstations and 14 networked printers. ---- Printer, Copier and Multifunctional Product Market in EMEA Grew 6 Per Cent in the First Half of 2007, Says Gartner:

The combined printer, copier and multifunctional product (MFP) shipments market in Europe, Middle East and Africa (EMEA) totaled 23.4 million units, an increase of 5.8 per cent in the first half of 2007 compared with the same period last year, according to Gartner, Inc. Gartner predicts that the market in EMEA will reach almost 54 million units in 2007.

The trend that saw shipments of copiers and MFP outnumber shipments of printers in the second half of 2006 continued strongly in the first half of 2007. Copiers and MFP sales represented 53 per cent of the total market. “Sales in this segment were primarily driven by serial inkjet MFP sales that accounted for 41 per cent of the total print market,” said Cecile Drew, principal research analyst at Gartner.

In the serial inkjet market, Hewlett-Packard retained its position as market leader accounting for almost half of the total market share. Kodak made its debut in this market introducing two new MFP devices in the second quarter of 2007 in Germany and the UK. In the second quarter of 2007, Hewlett-Packard introduced its first new Egdeline technology MFP devices. “These new products brought inkjet into the domain of departmental colour printing, allowing lower printing cost in the office and moving it into direct competition with Xerox and Canon,” Ms Drew added. “Hewlett-Packard has on several occasions made attempts to penetrate the corporate copier and MFP market, but with limited success. This time, the company has an attractive product portfolio to do well in this segment.”

In the page market, Samsung Electronics performed particularly well in the first half of 2007. “The company expanded its product portfolio with faster speed devices that would help it to compete with the leading players in the business segment. Continued strong performance in Eastern Europe helped the company close the gap on the likes of Hewlett-Packard and Canon and reach the No.2 position in the EMEA page market.

Over the last ten years, computers, e-mail, and the internet have been supposedly introducing the paperless office. However, the opposite has occurred with people routinely printing out digital documents including web pages and emails and anything else they desired.

According to industry analyst Lyra Research 1,520 billion pages of documents were printed in 2006. In the US each man, woman and child uses 700lb of paper annually and the average office worker generates 2lb of paper waste per day.

The numbers are increasing worldwide and escalating more than ever when you bring in the emerging economies of China, Brazil, Russia and India. World Resources Institute, an environmental think-tank, estimates that globally paper consumption has increased by a factor of 20 this century, has more than tripled during the past 30 years, and is expected to grow by a further 50% by 2010.

“It’s a bit embarrassing really,” said Jim Joyce, Xerox’s vice-president of office services. “Twenty years ago in the early part of my career we were talking about the paperless office. If anything things have gone in the opposite direction.
“The wealthiest woman in China today owns a paper-recycling plant.”
But, said Joyce, there are finally signs that attitudes, at least, are changing. Xerox has been one of the firms advising Lloyd’s on ways to reduce its paper trail. The company’s office services division consults with many of the world’s top companies on ways to manage the documents they produce.

After a paper audit of one client, Dow Chemicals, Xerox found the firm had 16,000 printers across its offices producing 480m printouts a year. While each document printed cost little, in total all that printing added up to $100m over five years.

Second the environmental cost of all this paper use is an increasingly important factor for companies looking to reduce their carbon footprint.
“Europe is way ahead of the US on this,” said Joyce. “But when you look at paper, you have to look at the entire supply chain.” Along with the document itself there is the waste generated by the printer and its cartridges, the fuel to transport the paper and supplies and the manufacture of the paper. The paper industry is the fourth-largest industrial consumer of fossil fuels on the planet.

HP extended its lead in the worldwide blade server market in both total blade server units shipped and factory revenue, according to second calendar quarter 2007 server market figures released today by industry analyst firm IDC.(¹)

HP significantly increased its lead as the No. 1 blade server vendor in the period with 47.2 percent total factory revenue share, a year-over-year factory revenue growth rate of 71.9 percent.

As businesses require more powerful and scalable computing solutions for traditional applications and new workloads such as Web 2.0, high-performance computing and gaming, HP saw increased demand for its HP BladeSystem c-Class architecture and ProLiant family of servers in the second quarter of 2007. HP maintained its commanding lead as the No. 1 x86 server vendor, with 34.8 percent unit market share, growing at 18.2 percent year over year in a market that grew unit shipments 7.8 percent.

As the worldwide server market accelerated overall, HP held its No. 1 position in unit shipments for the 21st straight quarter, increasing its server units by 17.4 percent year over year in the second quarter and growing unit shipments the fastest of the top five vendors in the worldwide server market. With impressive growth across its ProLiant, Integrity and BladeSystem families, HP captured 33.7 percent total unit shipment share, shipping more than one out of every three servers in the world; it also grew server factory revenue faster than the market.

Highlights from IDC's worldwide report include:

Leading the blade server market for the third consecutive quarter, HP grew its total blade factory revenue by 71.9 percent in the second quarter of 2007, powered by increasing customer demand for the HP BladeSystem c-Class architecture. During the quarter, HP captured 46.2 percent unit shipment share and 47.2 percent factory revenue share and gained 13.2 percentage points of unit shipment share and 9.7 percentage points in revenue year over year.

Outpacing the x86 server market overall, HP increased its lead to 35.1 percent factory revenue share and 34.8 percent shipment share. Driven by customer demand for new workloads beyond the typical strongholds, HP saw increased success with its ProLiant family of servers, growing x86 factory revenue 17.5 percent year over year.

Showing continued leadership across the high-performance computing market, HP tied for the No. 1 position with 32.7 percent market share. HP continued to hold the No. 1 position in the high-performance computing cluster market in the second quarter of 2007 with 29.5 percent revenue share, marking the fourth consecutive quarter of leadership.(²)

In the highly competitive AMD® Opteron™ processor-based server market segment, HP maintained its No. 1 position in both revenue and factory units shipped. Leading the competition in Intel® and AMD x86-64-based servers, HP shipped more than 2.4 times and 22.3 times as many servers as IBM and Sun, respectively.

Driven by continued success with the HP Integrity and HP Integrity NonStop family of servers, HP held the No. 1 position in the EPIC/Itanium® processor market segment in both factory revenue and units shipped, with 42.3 percent factory revenue growth year over year in the second quarter of 2007.

Growing significantly faster than the market, HP grew Linux server unit shipments and factory revenue by 30.6 percent and 43.8 percent, respectively. HP remains the No. 1 Linux server vendor, gaining more than 6 percentage points of factory revenue share in the second quarter of 2007.

In combined Windows®, Linux and UNIX server unit shipments and factory revenue, HP maintained its No. 1 position with 33.6 percent and 32.0 percent share, respectively. These three operating systems account for 97.8 percent of all servers shipped worldwide.

London, England, Palo Alto, California: King's Academy, a school in Middlesbrough, England, used to have the problem of astronomic printing costs that were spiralling out of control. Expanding on its ongoing work to help protect customer privacy, Microsoft Corp. announced an enhanced set of privacy principles for Live Search and online advertising data collection, use and protection. The principles outline new, enhanced steps to help protect the privacy of Microsoft® Windows Live™ users, including making search query data anonymous after 18 months by permanently removing cookie IDs, the entire IP address and other identifiers from search terms. Microsoft will also work to give customers more control over what information it uses to personalize their online search experience. In connection with its efforts to support a common industry approach to privacy issues, Microsoft also announced that it will join the Network Advertising Initiative (NAI) later this year when it begins to offer third-party ad serving broadly.

“We have been thinking deeply about privacy related to search and online advertising and believe it is critical to evolve our privacy principles,” said Peter Cullen, chief privacy strategist at Microsoft. “We believe our enhanced principles should be part of the industry dialogue on this issue and that keeping these issues as simple as possible for consumers is the best approach. For instance, on search data, anonymous should mean anonymous.”

Building Upon and Evolving Long-Term Privacy Practices and Efforts
For several years, Microsoft has adhered to globally recognized privacy practices of notice, choice, access, security, enforcement, onward transfer and data integrity. Today, customers and people in the privacy community have an increasing interest in the privacy implications of online advertising, behavioral targeting and the personalization of online services. The company is updating its current privacy policies to take these considerations into account.

350 Million Business and Consumer Users Will Have Wireless E-Mail Access by 2010

Once the preserve of the business elite, wireless e-mail is undergoing a democratization process that will bring it to the masses, according to Gartner. Not only is wireless e-mail spreading ever-wider across the enterprise but consumers will increasingly access their email on mobile devices. There are currently fewer than 20 million business users of wireless e-mail worldwide, representing just two percent of all e-mail accounts. Analysts predict that the progressive availability of products and services will allow 350 million business and consumer users access to wireless e-mail by 2010, meaning that 20 percent of all e-mail accounts will be wireless enabled. Gartner expects wireless email to reach commodity status by 2012.

As consumer technologies continue to infiltrate the enterprise, as a result of IT consumerisation, a growing number of employees will have the ability to access corporate email and other applications from personal devices. Meanwhile, a reverse-consumerisation trend is creating a new demand for mobile email outside the enterprise boundaries, from prosumers (professional consumers) and consumers. Traditional business e-mail centric devices are transforming into personal devices that span both professional and consumer life.

“Over the next three years wireless e-mail will become increasingly popular with both businesses and consumers,” said Monica Basso, research vice president at Gartner. Ms Basso said that growth in the consumer market will be fuelled by the increasing availability of wireless e-mail support both in devices and from service providers as well as by improved usability. Corporate use will also rise as enterprises come under increased pressure to provide real-time communications for their expanding mobile workforce. “By 2012, wireless e-mail products will be fully interoperable, commoditized and have standard features. They will be shipping in larger volumes at greatly reduced prices.”

A longer term trend that will accompany wireless e-mail adoption is convergence. According to Ms Basso, many users are frustrated with the volume of communications tools they have to deal with and these technologies will eventually converge into a single, technology-transparent and presence enabled messaging style. “Convergence will happen on the client side, hiding technology complexity from users and allowing them to focus on messaging content. By 2017, wireless e-mail will be fully integrated with other messaging tools into personal, converged communications. Companies like Microsoft, IBM, Nokia and RIM are already taking some steps in this direction,” she said.

Whilst Gartner sees consumerisation of IT as the key trend influencing the rise in popularity of wireless e-mail both inside and outside of the enterprise, there are a number of other trends and drivers influencing the phenomenon:

* Changing market dynamics – Simpler, easier to use and less-expensive wireless email bundles are increasingly available to the consumer and careful planning can also result in cost-effective enterprise deployments.
* Technology enhancements – A wide array of new e-mail-centric mobile devices, mobile service support for Exchange 2007 and the growing range of white label platforms available for mobile operators and service providers are all driving the adoption of wireless-e-mail.
* Evolving needs of user organizations, business users and consumers – Balancing security and the manageability risk of wireless e-mail against the rewards mobile workers afford enterprises is a key challenge.
* Emerging and expanding service requirements - Different workers have different profiles and different technological needs. There is no one-size fits all solution and increasingly a combination of different wireless e-mail products is required.
* The rise of the Digital Native – New-generation IT users will prefer web-based e-mail services to traditional corporate systems and will prefer to access e-mail on their personal multimedia ‘buddy’ rather than an e-mail centric business devices
Gartner predicts that the increasing convergence of corporate and consumer technologies is leaving many user organizations exposed to increased security risks.

“Today wireless e-mail is spreading across the enterprise and if not supported by the IT organization, individuals will find their own ways to access work e-mail on personal devices with significant security implications,” said Ms Basso. She advised organizations to accept the consumerisation and commoditisation of mobility products and evaluate the impact of wireless e-mail on the IT organization, investments and deployments when planning a wireless e-mail strategy. Ms Basso also underlined the importance of evaluating employee preferences and expectations in terms of devices, applications and services when planning for wireless e-mail deployments and advised organizations to provide a range of corporate options, as well as selective support to personal devices or services.

---- Gartner says: 'Windows 7' Is Three Years Away, So Keep Working Toward Vista:

A great analysis from Gartner states that Microsoft is not sharing much information about Windows 7, except to say that it's about three years away. Enterprises should resist the temptation to await its debut and instead focus on moving forward with Vista.

On 20 July 2007, CNET News, citing unnamed sources, reported that Microsoft held a recent sales meeting at which it indicated that the next version of the Microsoft Windows operating system (OS), "Windows 7," is about three years away. When asked to confirm this, Microsoft stated to Gartner that it "is scoping Windows 7 development to a three-year time frame, and then the specific release date will ultimately be determined by meeting the quality bar."

In its disclosure, Microsoft offered little information — just a rough estimate of the expected timeline, an indication that there would be both 32- and 64-bit versions, and the assurance that Windows 7 will be a full release. This dearth of information indicates two things:

* At this time, Microsoft either does not really know what Windows 7 will comprise or does not want to commit publicly to what it will comprise. This makes sense, given that product delivery is three years away.
* Windows 7 will be a date-driven release that will ship about three years after Windows Vista.

Enterprises should not use this announcement as a reason to forgo a Windows Vista deployment. Instead, they should continue with plans for Vista. Many enterprises will start bringing in Vista between 4Q07 and 2Q08. Those trying to bring it in through attrition over a three-to-four-year period as they buy new PCs should know that the latest they can begin to bring Vista in on new PCs will be early 2009.

Enterprises should also realize that they will be able to include Vista Service Pack 1, due in late 2007 or early 2008, in most mainstream deployments. And, they should remember that if they target Windows 7 as their next OS instead of Vista, they will likely be waiting until mid-2011 — 12 to 18 months after Windows 7 ships — before they will be able to begin replacing Windows XP. This would be around the time independent software vendors (ISVs) will likely drop support for Windows XP on new applications and it would leave less than three years before support for Windows XP ends.

Gartner goes on to say that Microsoft’s track record for delivery-to-schedule is poor. If the release date slips, enterprises will find it difficult to fully eliminate Windows XP before ISV and Microsoft support ends. There are multiple major architectural changes expected in future versions of Windows, and Microsoft will eventually need to be specific about these.

The demand for mobile PCs remained the major driver of sales of PCs, and this trend confirms the changing status of the consumer mobile PC from a “nice-to-have” device to a “must-have device”.

UK: Subsidized PCs Will Drive Growth

PC shipments in the UK totaled 2.1 million units in the second quarter of 2007, an increase of eight percent compared with the same period in 2006. The growth continued to be driven by mobile PCs and consumer-PC purchases.

Dell showed a decline of seven per cent year-on-year, while the other four leading vendors grew above the market average. Acer exhibited the strongest year-on-year growth thanks to the expansion of its channel distribution in retail and its partnership with Dixons.

“The leading vendors undertook an aggressive price war, marketing some mobile PCs at the value of £299,” said Ranjit Atwal, principal analyst for Gartner, based in the UK.

Opportunity to increase PC sales in the UK exists. “Attractive broadband deals and the declining price of PCs are increasing the number of households that own a PC in the UK,” Mr Atwal added.

“In addition, the recent announcements on new subsidized PC selling strategies, which included the cost of notebook PCs being subsidized by broadband providers, Dixons’ association with various PC vendors and Orange or Carphonewarehouse’s partnership with Dell and AOL, will further boost PC penetration in the UK market,” Mr Atwal concluded.

France: Acer Reduced the Gap with Hewlett-Packard

PC shipments in France totaled 1.85 million units in the second quarter of 2007, an increase of 7.7 percent compared with the same period in 2006. The consumer market grew 19 percent and, similar to other markets in Western Europe, strong mobile-PC demand is still driving growth in this segment.

"Sales of mobile PCs in the consumer market reached almost 60 percent and high demand will continue in particular during the school and Christmas seasons,” said Isabelle Durand, principal analyst for Gartner, based in France.

The PC market in France saw increased competition between Hewlett-Packard and Acer with only 18,000 units separating both vendors. In addition, this quarter saw some changes among the top-five-ranking vendors, with NEC conceding the No.4 position to Lenovo. Lenovo had its best performance since the acquisition of the IBM PC business. The company recorded a double-digit year-on-year growth.

Acer retained its No.1 position in the mobile PC segment, which grew 28 percent in the second quarter of 2007. Hewlett-Packard maintained its No.1 position performing particularly well in the consumer mobile segment. Overall, new branding campaign, increased focus on product design and partnership with retailers will help the company maintain its leadership in France. Dell recorded the weakest performance among the top-five vendors. Low demand for desktop PCs from the large accounts continued to impact Dell results.

“In the third quarter of 2007, the French PC market will exhibit double-digit growth, helped by back-to-school promotions and the introduction of a new range of consumer PCs from the leading vendors,” Ms Durand concluded.

Germany: On the Road to Recovery

PC Shipments in Germany totaled two million units in the second quarter of 2007, an increase of 5.7 percent compared to the same period in 2006. The consumer market saw an increase of 4.8 percent while the professional segment grew 6.3 percent.

Shipments of mobiles PCs were up 15.5 percent from the second quarter of 2006, while desktop PCs market declined 2.7 percent year-on-year. Fujitsu Siemens was the only vendor that recorded a decline.

“Whilst the level of growth in the German market is still lower than in the UK and France, the market is much healthier compared to the same period last year,” said Mr Atwal.

---- Microsoft Research Commits More Than $6 Million to Academic Collaborations:

More than 400 thought leaders from academia and research labs around the world convened at the Microsoft Corp. headquarters for the eighth annual Microsoft Research Faculty Summit, where the company announced it will dedicate more than $6 million (U.S.) in research grants to colleges and universities. Microsoft executives and researchers also met with summit attendees to discuss opportunities for future technological breakthroughs and in what areas technology has the greatest potential to address societal issues.

Addressing professors and researchers from a wide spectrum of disciplines, Rick Rashid, senior vice president of Microsoft Research, said, “Regardless of whether you’re a botanist or a brain surgeon, computer science increasingly impacts your work and has the power to provide better outcomes. We’re investing in programs with academia to build better technologies that can lead to better lives.”

Microsoft committed nearly $5 million to open requests for proposals (RFPs) — opportunities for academia to receive research funding from Microsoft’s External Research & Programs group, the arm of Microsoft Research that works closely with academic institutions around the globe.

Microsoft will provide funding in the following key areas, which also complement the company’s overall research agenda and goals:

* Cell phones as a platform for healthcare ($1 million). Encourages the development of new prototypes and tools that utilize cell phones to enable better healthcare services in rural and urban communities

* Biomedical computing for genome wide association studies ($700,000). Encourages researchers to develop tools that can facilitate better data usage and analysis for genomewide association studies to provide a stronger framework for enabling personalized treatment methods

* Intelligent Web 3.0 ($500,000). Encourages research to help find, discover, extract, publish, and share information, at a desk or on the go, safely, making the Web meaningful (from string manipulation to meaning computation) and enabling a human-centric, context-aware model of information access

* Mechanisms for safe and scalable multicore computing ($500,000). Encourages research in how operating systems and runtimes can evolve to enable safe and scalable concurrent programs

* Sustainable computing ($500,000). Encourages research in innovative approaches toward power-optimized system architectures, and adaptive power management solutions for maximizing the energy efficiency of computing infrastructure

* Human-robot interaction ($500,000). Encourages research to take human-robot interaction to the next level through development of tools and methods that lead to practical applications with realistic commercial potential within five to 10 years

Microsoft Research also announced the creation of the A. Richard Newton Breakthrough Research Award, which will provide $1 million in funding across several projects to encourage high-quality, breakthrough academic research in computational and multidisciplinary areas. The award honors the memory, legacy and accomplishments of the late A. Richard Newton, former dean of the College of Engineering at the University of California, Berkeley and a longtime member of Microsoft Research’s Technical Advisory Board, who died in January 2007.

In addition to funding open RFPs, again this year Microsoft Research will award $1 million to five new and rising faculty members as part of the Microsoft Research New Faculty Fellowship program. This will be the fourth consecutive year Microsoft has made the awards to stimulate and support creative research by promising researchers who have the potential to make a profound impact on the state of the art in their respective research disciplines.

Enabling Next-Generation Virtual Collaboration
As part of Microsoft’s ongoing commitment to using technology to improve education, Microsoft also announced a $750,000 donation over three years to launch the Center for Collaborative Technologies at University of Washington (UW). This is the latest of 11 centers Microsoft has helped to establish to allow university researchers to focus deeply on extending the state of the art in computing. The center will further develop ConferenceXP, a technology that allows researchers, teachers and students to benefit from real-time research collaboration, wireless-enabled classrooms and highly interactive distance-learning environments.

---- Gartner's 2007 IT Market Compensation Study Shows an Increasingly Competitive IT Job Market in the U.S.

As chief information officers (CIOs) put an emphasis on driving business growth, they need to have an IT workforce whose strengths lie in core areas of information and technology. This change in focus has influenced the demand for skilled IT workers and has led to increased time to fill vacant positions and difficulty in hiring high-in-demand skills, according to an annual survey by Gartner, Inc.

According to a survey of 225 U.S.-based organizations, 66 percent of survey respondents projected some level of increase in IT staff for the next 12-month period (March 1, 2007 to February 29, 2008), up from 61 percent in 2006. At the same time, the survey also showed a 1 percent increase in employee-initiated turnover rate across the board compared with last year’s survey results. This is the third year in a row that there has been an increase in the employee-initiated turnover rate. Much of this increase appears to be occurring at the professional staff (individual contributor) level.

“With the competition for IT talent increasing in the market, even a small increase in the number of people who leave that were considered critical talent can cause an immediate and negative impact on the performance of the organization,” said Lily Mok, research director for Gartner EXP’s content development group. “Although employee turnover is inevitable, it can be managed by investing in the right retention programs. This year’s survey results indicated that pay, career development opportunities, and work/life balance continued to score high as the key reasons for turnover, which point out where companies should focus to increase retention.”

While the IT job market is becoming more active, Gartner doesn’t expect it to return to the same competitive level as in the late 1990s anytime soon. A slow, steady recovery is evident when looking at the relatively consistent value of average salary increase budgets reported for the past several years and what companies are budgeting for increases for the coming year. The median salary increase rate was between 3 percent and 4 percent for the surveyed period. This year’s survey results also show that companies are spending, on average, 40 percent of their 2007 budget in paying salaries, incentives and benefits to their IT workforce.

“Successful companies know how to leverage each reward element (from cash to flexible work arrangements) to create an integrated total rewards strategy that is critical to building a long-term, healthy relationship between the employee and employer. The best total rewards programs are designed to balance and meet both the needs of an organization and its workforce,” said Diane Berry, managing vice president for Gartner EXP’s content development group. “As the market continues to grow, companies that know where to invest their dollars in what reward elements and closely align their rewards strategies with those of the business and IT will gain a competitive advantage over their peers in the marketplace in attracting and retaining desired IT talent.”

Work/life balance is cited as one of the top reasons for employee turnover in the survey. Offering programs that enable IT professionals to more-effectively manage work/life demands and to meet their personal and professional goals is a significant differentiator for employers. One of the most-powerful work/life programs is teleworking, however, only 1 percent to 18 percent of survey participants’ IT workforces have some type of telework arrangement.

“The companies that address the ‘whole person’ and recognize the multitude of conflicting demands on individuals are often those that become the employers of choice,” said Ms. Mok. “Such programs not only enhance an employee’s loyalty to a company, but also improve their productivity. A key success factor is that IT managers listen to and effectively respond to the needs of their staff as individuals.”

Gartner’s 2007 IT Market Compensation Study provides strategic and tactical benchmarking information for IT human capital management in the area of recruitment, retention, reward, recognition, work/life balance, career development and training programs. This study provides base salary, total cash compensation and short-term incentive/bonus data for 137 benchmark jobs grouped into 26 IT job families.

---- Gartner EXP Outlines How CIOs Can Drive Enterprise Revenue Through Seven Levers of Growth:

Enterprises grow the top line through seven growth levers, and chief information officers (CIOs) must enable that growth through IT assets and the IS organization’s skills and behaviors, according to Gartner Executive Programs (EXP), a unit of Gartner, Inc. To consistently achieve top-line growth, CIOs need to adopt a growth-oriented mind-set.

In the Gartner EXP report “The Seven Levers of Growth,” analysts examine how CIOs can best contribute to the top-line growth of their enterprise. The report also details how CIOs and IS organizations must provide an enabling platform for each of the seven growth levers and focus on contributing more directly to remain relevant.

“IS organizations have traditionally been focused and resourced to provide reliable, efficient services to help run their businesses,” said Dave Aron, vice president and research director for Gartner EXP. “However, there are opportunities and, in some cases, imperatives for CIOs and their IS organizations to take a greater part in enterprise top-line growth. The CIO must focus on exploiting these opportunities just as a venture capitalist makes investments — applying scarce IT assets, IS staff and credibility resources based on value. The challenge is to understand the growth context and organize to contribute to the right growth levers.”

Enterprises grow in many ways, including improved marketing, the introduction of new products, entering new markets, acquiring or merging with other companies and even creation of completely new businesses through corporate venturing (see Table 1). “The CIO must understand where the planned and likely growth levers are, and then ensure that IT assets provide an enabling platform for each lever,” Mr. Aron said.

* Clarify enterprise growth levers and where IS should contribute.

* Build deep business knowledge and behavioral capabilities in IS, and contribute proactively to business project definition and prioritization.

* Go beyond conventional project management, and participate in good benefits realization practices, throughout the benefits life cycle.

* Mentor the IS organization to move from a mind-set of "order taker" to a mind-set of the IT venture capitalist — "challenging the value" of IT investments

“All forms of enterprise growth require support from the IS organization — at a minimum, to make sure that IT assets aren’t in the way of growth. There are often much-more-direct opportunities for IS to contribute,” Mr. Aron said. “Although the current macroeconomic environment is the reason growth is high on the agenda, the ‘IT venture capitalist’ mind-set is always appropriate, to maximize enterprise growth. CIOs should continually reinforce this message and reward these behaviors in their IS organization.”

---- IDC Survey Reveals What Business Managers Want From IT:

According to a new IDC study, business managers spend a significant amount of time on IT support for their business operations and believe it to have an important role in company innovation.

Drawing on the results of IDC's European Vertical Market Survey, carried out in January 2007 in the top 5 Western European countries (France, Germany, Italy, Spain, and the U.K.) among 413 companies with more than 20 employees, the study analyzes vertical market business managers' views on IT strategies and the role of IT in their organization.

"While business managers are quite satisfied with their IT managers, they have clear priorities in mind on how IT could better support their business and strategic objectives. These priorities are extremely different from vertical to vertical and seldom include cost-cutting among the top issues. Business managers see their internal IT capabilities as needing the highest attention, underlining that IT vendors need to further improve their communication and marketing strategies," said Angela Vacca, consulting manager, European Vertical Markets.
Focusing on the role of IT managers the study shows that:

* The majority of business managers (64%) spend a significant amount of time on IT to support business operations. Sectors where the IT component of the business is the highest are those where the collaboration between business and IT managers is the greatest. In the transport/communications/utilities sector more than half of business managers spend more than 25% of their time dealing with IT. In the manufacturing sector this increases to higher than 40%.

* IT managers have helped almost 70% of business managers in the innovation of the company. Verticals are strongly homogeneous on this assessment. The only vertical with a percentage lower than 50% is healthcare.

* Around 20% of companies consider IT managers to be initiators of new business strategies. For the majority of respondents they have a role as participants of the projects (40%) and as implementers of them (20%). Government is the sector where IDC found the highest percentage. The development of new business strategies is still a top executive's domain. However, all sectors consider the IT knowledge of business managers to be extremely important. The distinction between business and IT skills appears to be becoming increasingly blurred.

* Business managers are much more interested in the efficacy (to satisfy business requirements) of IT management than in its efficiency (increasing worker productivity). The most important criteria to assess the quality of IT management are its availability (business continuity) and user satisfaction (employees and customers).

* Almost 60% of business managers interviewed would like to see their companies investing more in in-house IT. This can be read both in the context of limited resources assigned to IT departments or as a signal of a limited intimacy of IT players with business managers.
Business managers are quite satisfied with their CIOs. The most important message that they want to impart to their IT people is a positive one. The negative message with the highest score is the issue of IT support needing improvement.

---- HP Resolves Ink Cartridge Patent Infringement Dispute:

HP today announced that it has resolved a patent infringement lawsuit against German-based InkTec GmbH Zentrale and PCE Group regarding inks used in the refilling of certain HP inkjet cartridges.

The settlement also included resolution with Korea-based InkTec Ltd., the manufacturer and distributor of the infringing products.

As part of the settlement, both InkTec entities and the PCE Group acknowledged the validity of the HP patents in suit and admitted to infringement. In addition, they agreed to pay HP an undisclosed sum, to stop selling infringing inks in Germany and other countries where such patents are held, and to withdraw infringing products from the market in those countries.

In October 2006, HP filed suit against InkTec GmbH Zentrale and the PCE Group in the District Court of Düsseldorf, Germany, after HP discovered that certain ink refill kits sold under the InkTec brand and distributed by InkTec and PCE Group contained infringing ink. HP asserted two patents relating to ink formulations and specifically accused InkTec refill kits used for refilling certain HP inkjet printer cartridges.

"HP will continue to invest in technology that benefits customers and to vigorously protect this investment," said Michael Hoffmann, senior vice president, Supplies, Imaging and Printing Group, HP. Gartner Says Companies Must Embrace Consumer Technologies as Additional Opportunities to Innovate:

Corporate attitudes toward consumer-led technology extending into the enterprise must shift from “unavoidable nuisance” to “opportunity for additional innovation," according to Gartner, Inc. Gartner analysts said employees will continue to push consumer technologies into the enterprise, particularly in areas such as personal productivity tools and communications.

“By embracing and leveraging employee experimentation and experience with consumer technologies, enterprises can enjoy a significant addition to the resources they can apply to evaluating innovation,” said Jackie Fenn, vice president and Gartner fellow.

Technologies that initially targeted and were adopted by consumers have long made an impact in corporate IT — from PCs to today’s invasion of the enterprise by consumer-grade instant messaging (IM) and desktop search products.

“In the emerging world of “permanent beta” innovation led by Web-native companies such as Google, the dominant approach is to throw a new capability out to potential users, see what they do with it, then figure out how to monetize it,” Ms. Fenn said. “This fertile breeding ground enables a raw idea to be refined rapidly and allows many applications for a new capability to be explored and evaluated in parallel, making it increasingly likely that significant new functionality that is relevant to enterprises will first arise in the consumer world.”

In some cases, a technology may have been used in niche areas of enterprise IT, but may not spread broadly until widespread consumer adoption drives down the price. However, not all classes of enterprise IT are likely to be equally affected by the consumer-first trend. The areas where most innovation will occur will be those relevant to individuals and small workgroups, including personal productivity, communications and social networking, and programming and development tools.

“The flood of consumer-led technologies into the enterprise is not going to subside,” said Ms. Fenn. “To fully realize the benefits, IT must embrace these technologies as an ongoing strategy rather than on a case-by-case basis.”

Gartner has identified the next round of consumer-led innovations and timing of when these innovations are likely to have an observable effect on revenue or internal spending and processes. Early adopters may be currently using innovations such as virtual worlds and "Green IT," but it will still be some years before they have a mainstream impact on revenue or internal spending.

Next Three Years:
* Web Platforms — The use of Web-based application services will start in the area of personal productivity, in particular collaborative authoring, and spread to enterprise applications. Just as "mashups" use third-party data, presentation and development tools to create original functionality, enterprises will increasingly benefit from the data and application services provided by nontraditional enterprise providers, such as Google, Yahoo and Amazon.
* Community Communication Platforms —Enterprise users have been accustomed to communicating through private "channels," such as telephone, e-mail or IM, and attempts to move to a shared collaboration space have, for the most part, failed. Highly successful consumer community sites, such as Facebook, MySpace and Cyworld, operate under the opposite assumption — that postings and communications are public and visible by default, unless you specify otherwise. In the collaboration space, the migration of alternate operating assumptions such as these will be as important as specific functionality.
* Desktop Videoconferencing — Videoconferencing to the desktop will continue to grow during the next few years, spurred on by instant messaging (IM), desktop collaboration, and the casual and more-frequent use of videoconferencing as a click from the desktop.
* Portable Personalities — Several vendors offer the ability to store the entire image of a PC work space onto a portable storage medium (such as a USB drive or an iPod) and have it temporarily run on a different machine, removing all traces of itself when the storage is removed. A common usage pattern is for bringing home environments (that is, incorporating favorite but nonstandard applications) to work, and to bring work environments home. Like IM, this falls into the class of technology that users will embrace on their own, and that enterprises must examine for security or licensing issues.

Three to Five Years:
* Virtual Worlds — Although currently over hyped in relation to their near-term value for most organizations, 3-D virtual worlds, such as Second Life, will play a role in marketing and branding (and in some cases corporate applications involving collaborative design) and other types of remote collaboration.
* Green IT — Enterprises will also be affected by changing employee expectations driven by societal trends, including an expectation of environmentally friendly business practices — green IT. This will affect IT purchasing decisions and data center design, and also potentially drive a need for additional detailed data and reporting about an enterprise's carbon footprint.
* User Interface Technologies — A number of user interface technologies are gaining traction first in the consumer world, and then are likely to migrate to the business world. Adoption is being driven by lower prices in technologies such as large screen displays; commercializing new capabilities (such as the Nintendo Wii as a 3-D controller) and ease of use (such as the routine use of videoconferencing).

Five Years Plus:
* Augmented Reality — Used for many years in "hands-busy" niche applications, such as industrial maintenance, augmented reality provides an overlay of relevant digital information by automatically sensing the physical location and orientation of the user (for example, using GPS). Routine availability of location-based sensing and augmented reality will lead to new enterprise applications such as, location- and context-sensitive information, and alerts presented as a manager walks through a manufacturing plant.
* Seamless Work/Life Systems — A second societal trend will be the need for employers to provide technology environments that support the blurring of work and home life, for example, systems that support, but keep distinct, personal and business communications and spending.
